Description:

The Client’s aim was to implement an improved business operations model through the relocation of their distribution processes to a more suitable location, releasing the current warehouse site for redevelopment to realise a mix of capital receipts and retained property assets.

The newly located warehouses will be fitted out with specialist shelving to allow more efficient access, storage and distribution of stock, enabling modern systems of working to be introduced. See Randall Warehouse Relocation - case study

The relocation of operations will enable the release of the existing site and properties for the redevelopment of 64 two bed and 32 one bed apartments, retail and office space and a basement car park. Public realm areas will be created, landscaped with shrubs and trees including five courtyards.

Home to the company’s brewing operations from the mid 1800’s until 1992, the current site includes a number of listed buildings which will be restored and converted as part of the project, enhancing the historic character of this part of St Helier. The development will see the relocation of the existing office functions into the refurbished historic properties, freeing up the current office site to provide a potential second phase of development.

Rowney Sharman has a long relationship with Randalls, having provided project management and advisory services at various stages for this and a number of other projects. We are engaged in an advisory role as this scheme moves into delivery phase with the development partner.

Initially, we worked alongside the project Architect to assess the feasibility of the existing site for redevelopment, recognising the opportunities and constraints that the site and listed buildings presented. This involved extensive discussions with Statutory Authorities at both Planning and with the Parish of St Helier.

The development proposals progressed through various iterations of planning advice with Heritage bodies and the JAC until a scheme was produced that could be submitted with confidence. The scheme has now achieved planning permission. During this period, we reviewed the financial viability of the scheme and undertook a series of networking meetings with providers of modern methods of construction and potential funding/developer partners.

The Client is in commercial negotiations with a third party developer and our role is now focussed on supporting Randalls in achieving satisfactory arrangements for the delivery of the scheme through a development agreement and, in particular, ensuring that the assets to be refurbished and retained by Randalls meet the agreed scope and specifications
