Description:
In seeking to progress a programme of improvement works at 3 of its sites, Jersey Heritage engaged Rowney Sharman to prepare a Business Case for each in support of an application for funding from the Government of Jersey. The Business Cases generally follow the HM Treasury Five Case Green Book model, as GoJ’s standard of good practice for Business Cases.

Elizabeth Castle

The works at Elizabeth castle comprise 2 specific projects:

1.    Renovation of the Victorian Military Hospital as a visitor attraction

This a rare and significant building which was never repaired for use after being damaged in WW2. The building is derelict and has been a restoration priority for Jersey Heritage since 1980. The proposal brings the buildings into use as part of the visitor attraction amenity of the castle and creates opportunities for commercial use as space hire.

2.    Renovation of Officers’ Quarters as rental self-catering accommodation

The 1820’s Officers’ Quarters currently house an exhibition depicting the castle’s history. Created in 1980 the exhibition is out of date and in a state of disrepair which is compromising the historical integrity of the building. It is proposed to relocate and update the exhibition and undertake a ‘heritage appropriate’ restoration of this historic building to provide ‘Heritage Let’s’ in either dormitory style or premium accommodation.

Hamptonne

The Business Case for Hamptonne sets out the proposal to create a museum to exhibit a collection of agricultural effects currently held in store elsewhere. The exhibition will tell the story of the developing Jersey countryside highlighting contemporary issues relevant to protecting the environment. The new building will also be used; as a formal learning space for children, for corporate or private hire for meetings and a wedding venue.

La Hougue Bie

The proposed works at La Hougue Bie are concerned with updating the current exhibition space to modern standards and creating a new building to house equipment on site.

The Business Case sets out the strategic context explaining the reason for each project, aligning to the strategic direction of the organisation. Measurable objectives are included and critical success factors identified. The funding options are explored and procurement approach presented. The result is a comprehensive report setting out the best options to proceed with confidence to fund and deliver these projects.
